- January 17, 2003 - The Vancouver Sun newspaper has an 1/3 page article on page A5 from the Montreal Gazette about the Montreal Metro Transit Authority proposing a pilot test of 120 publicly-accessible NEVs. A surcharge on their transit pass will give users a passcard to unlock the vehicles. Quebec's transport ministry will use the results of the project to draw up guidelines for the licensing of electric vehicles. Feel Good Cars of Toronto is planning to produce (Smart-like) NEVs in Blainville PQ - a prototype ZENN (Zero Polution No Noise) is shown driven by a rep of Feel Good Cars in the article photo. Range is 60 km and top speed is 40 kph. They will be priced at $11-13k US and have a heater.
